    Introduction

    Scott Lyons retired after 12 years as the Coordinator of the Law Enforcement program for Fond du Lac Tribal and Community College in Cloquet, Minnesota. The program is

    responsible for the training of peace officers' pre-education, as well as continued education and customized training for existing law enforcement agencies. He also was instrumental in the planning and formation of the Corrections Program at the college.

     

    Scott also has a private consulting business specializing in business and personal safety, threat assessment training, security audits, leadership development and criminal justice-related projects.

     

    He has been active as a law enforcement officer prior to his education career. He was also the Chief of Police for the Duluth Minnesota Police Department, serving in that capacity from 1992-2003. He has a 27-year background in law enforcement, which included expertise in gang crime, narcotics enforcement, property crimes, sex crimes and major crimes.

     

    As the Chief of Police, Scott was heavily involved in after school programming in and around the City of Duluth, serving on the Family Service Collaboration Board where prepared, reviewed and authorized many neighborhood grants for that program. He served on the Board of Minnesota Chiefs of Police Association, Narcotics Enforcement Coordinating Committee and the International Chiefs of Police Crime Prevention Committee and the Upper Midwest Community Policing Consortium.

     

    He has served on the Board of Duluth Men as Peacemakers, Woodland Hills Youth Treatment Center, Duluth YMCA and the Northland Chapter of the American Red Cross. Scott has also been a youth, high school and college sports coach for over 30 years in the Duluth area.

    His present community involvement includes serving on the boards of the Northern Lights Foundation, St. Luke's Hospital Foundation, UMD Hall of Fame Committee, DECC Hall of Fame Committee, Duluth Superior Area Community Foundation and the St. Louis River Experience. 

    Scott and his family volunteer for many events in the Duluth area throughout the year.

    Chief of Police

    1992 - 2002

     

    Chief of Police for the city of Duluth, Minnesota. Managed 200 employees and $14M budget. Responsible for law enforcement of a city of 87,000 people and annual visitors of 1.5M. Transitioned from a centralized administration to a community policing agency. Streamlined command structure of agency and empowered mid-level leaders. Established broad-based community partnerships with government agencies, community groups and underrepresented members of the community. Made youth programs a priority throughout the city. Held positions at the Minnesota Peace Officer Standards and Training Board, MN Chiefs of Police Association and MN Narcotics Enforcement Coordinating Committee.

     

    Law Enforcement Program Coordinator

    Fond du Lac Tribal and Community College. Program development, recruitment, instruction, advisement, and customized public safety training. Develop students for occupational roles and changed program to match timely issues in the field. There are presently 300 students in the major. Served on the Leadership Team and the Safety, Petition and Retention and Recruitment committees.

    Northern Lights Foundation Board of Directors

    Vice President. Provide financial support through grants to families of critically ill children.

     

    Law Enforcement Education Program

    LEEP. Program Coordinator. Department of Justice grant to enable minority students to attend college, graduate, and obtain jobs in law-related fields. Graduated 80% of participants and 70% of those graduates were placed in law enforcement fields.
